TSIA Technology & Services World (TSW) 2026: What It Means for Service Budgets Heading Into 2027

TSIA's Technology & Services World, formerly TSIA World ENVISION, wrapped up in Las Vegas earlier this week, and for professional services and consulting leaders finishing their 2027 plans, the conference's message lands closer to the budget than the keynote titles might suggest. If clients now expect proof of outcome before they sign, someone has to pay for producing that proof, and someone has to absorb the cost when a committed outcome runs long. When you price on outcomes, every overrun comes out of your margin, not the client's invoice.

The Message From Las Vegas

TSIA built this year's program around the AI customer lifecycle, with tracks on monetizing AI, moving from labor-based to outcome-based pricing, defining value metrics and defending margins, and restructuring services portfolios for what comes next. The warning underneath it was direct: clients are growing used to seeing proof of value before they buy, AI-native providers can show that value in weeks, and many established providers still take months and deliver it after the sale.

For a services organization, that changes where effort and cost sit across an engagement. Work that used to start after the contract increasingly starts before it, and work that used to be billed by the hour is increasingly tied to a result.

Where the Money Is Going

Also this week, Gartner released its latest worldwide IT spending forecast, projecting total spending of about $7.35 trillion in 2027, up 15% from this year. The growth is concentrated in AI infrastructure and software, with software spending expected to grow by nearly 15%, while IT services are forecasted to grow by about 5%.

That gap suggests many services teams will be asked to deliver more measurable outcomes in 2027 without a matching increase in the budgets that fund them. Clients are spending heavily on AI, and they'll look to services partners to turn that spending into results, often on terms that put more of the delivery risk on the partner.

Three Budget Implications for 2027

1. Fund proof as its own line: If pre-sale pilots and value assessments are becoming the price of entry, budget and staff them like projects rather than absorbing them into sales or bench time, so their cost and win rate are visible.

2. Plan for the risk you're taking on: Fixed-fee and outcome-based deals move overrun risk from the client to you. Contingency is more reliable when it's set from your own overrun history by engagement type than from a flat percentage carried over from last year.

3. Budget for measurement: An outcome you can't show is hard to charge for. Tracking value while the engagement is still running, rather than reconstructing it at renewal, deserves a place in the plan alongside headcount and tools.

Where Cloud Coach Fits

Cloud Coach is built natively on Salesforce, so projects, resources, time, billing, and the client account share one data model, and delivery cost against a committed outcome is visible as the work happens. Its AI delivery intelligence layer runs on Agentforce against that live Salesforce data, surfacing project risk and shifts in client sentiment while there's still time to act. Customers report about a 30% reduction in project overruns, and on outcome-based work, that reduction goes straight to margin.

How We See It

The conference made the case that AI raises the stakes for services rather than shrinking them, a point our CEO Frank Nardi took up in his TSW session on what AI actually asks of the people doing the work. The budget version of that idea is simpler. Plans built on hours and headcount alone will miss where the risk now sits. When you price on outcomes, every overrun comes out of your margin, not the client's invoice.
