Why Capital Project Portfolios Keep Failing in Tools Built for Software Teams

You know the moment. The quarterly portfolio review lands, and the numbers in the deck are three weeks old before anyone sees them. The substation upgrade slipped in July; the board hears about it in September. Nobody hid anything. The data just lives in four systems, and somebody had to stitch it together by hand.

The real problem isn't the projects

Utilities and grid operators run some of the most disciplined engineering programs anywhere. What keeps failing isn't the engineering. It's the reporting machinery around it: enterprise PPM suites that took a year to implement and now need a consultant to change a stage gate, spreadsheets that fork the moment two program managers both "own" the master copy, and status decks that document what already happened instead of showing what's about to.

The pattern is worth naming, and the research backs it up. A McKinsey analysis of more than 500 capital projects worth at least $100 million each found that cost overruns run, on average, about 79% relative to the original budget, with schedule delays averaging around 52%. Most capital program tooling was designed either for software teams (sprints, tickets, velocity) or for mega-project engineering (P6-style scheduling). Neither was built for the job a utility PMO actually has: governing a portfolio of hundreds of concurrent capital and IT projects, with stage-gate discipline, in a form regulators, boards and rate cases can read.

The shift: governance next to the data, live in days

Here's what we see changing. Utilities already run much of their business on Salesforce: customer operations, vendor relationships, program communications. The delivery-governance layer is moving into that same platform, for one reason: the portfolio picture assembles itself when project, milestone, resource and status data live in one data model, instead of being reconciled after the fact.

That changes the operating rhythm. Stage gates become checkpoints your own admins configure, not change orders to a vendor. Portfolio dashboards read from live project data, so the quarterly review stops being an archaeology exercise. And when a program trends toward trouble, it shows up while there's still budget season left to react. This tracks with what PMI's 2026 Pulse of the Profession research found industry-wide: organizations with a mature project management office report a meaningfully higher rate of managing complexity well, about 63%, compared to roughly 57% for organizations without one, largely because those organizations use structured frameworks far more consistently, about 71% versus 55%.

The proof point we hold ourselves to: teams running delivery this way see up to a 30% reduction in project overruns. Not because the projects got easier, but because the drift got visible earlier.

Why now

Every utility we talk to is carrying the largest capital plan in its history (grid modernization, electrification, resilience work) on governance tooling designed for a smaller, slower portfolio. The instinct is to buy something bigger. Our view is the opposite: the answer is simpler tooling, closer to the data you already trust, live in days instead of another six-month implementation.

That's the shift Cloud Coach is built around. Because Cloud Coach is a Salesforce-native PSA with a Delivery Intelligence layer built on Agentforce, program and project data, stage gates, resourcing and status all live in the same org your utility already runs on, so the portfolio view is current by construction rather than assembled the week before a steering meeting. Admins configure their own stage gates without a change order, and the platform is live in days, not the multi-quarter timeline a traditional PPM implementation usually requires.

The energy transition will be won by the organizations that can see their portfolios clearly. The tooling should be the easy part.
